Live IRQ-sink tracking riding the 1 s run loop (§G30, §G33, §R.25/§R.26).

Each window the handler-time deltas are split at their widest gap. A CPU above the cut for FLAG_POLLS consecutive windows is published as a sink – a real sink ranks above the cut every window, ranking noise does not – and a published sink is released after UNFLAG_POLLS windows below it, because removal merely returns placement freedom and a loading screen must not flap the mask. A set that keeps repeating earns a doubled sampling interval up to INTERVAL_MAX (longer windows accumulate more ticks, so confidence also buys resolution); any change resets to every tick. All four constants are agreement counts: every value that steers comes from the measured distribution alone (§R.26).
